§ 72. Dispensing power on public work. During the existence of the\ndefense emergency and subject to the provisions of this article, the\nindustrial commissioner and, on appeal, the New York state board of\nstandards and appeals are hereby authorized to grant dispensations to\nprevent the provisions of subdivision two of section two hundred twenty\nof the labor law from interfering with speedy construction of public\nwork related to the defense effort and necessary for the success of the\ndefense effort. Conditions and restrictions with respect to hours,\nwages, equipment, places or conditions of employment, persons that may\nbe employed, or types of work in which certain persons may engage may be\nimposed in connection with such dispensations.
