§ 14. Assistance of political subdivisions.
1.Every political\nsubdivision shall have power to (a) assist in the effectuation of any\nmatter undertaken by the council, (b) provide such assistance through\nexisting agencies or new agencies, and (c) expend money therefor.\n 2. No political subdivision or any agency thereof shall have power to\nadopt or enforce any local law, ordinance, resolution, order, rule or\nregulation which is inconsistent with a plan, regulation or order of the\ncouncil.\n
