§ 13. Utilization of existing services and facilities. In carrying\nout their functions under this act, the council and each political\nsubdivision of the state shall utilize, so far as possible, the\nservices, equipment, supplies and facilities of existing agencies of the\nstate and of the political subdivisions thereof. All such officers and\nagencies, and the personnel thereof, shall cooperate and extend such\nservices, equipment, supplies and facilities as are required of them.\n
