§ 44. Competitive class. The competitive class shall include all\npositions for which it is practicable to determine the merit and fitness\nof applicants by competitive examination, and shall include all\npositions now existing or hereafter created, of whatever functions,\ndesignations or compensation, in each and every branch of the classified\nservice, except such positions as are in the exempt class, the\nnon-competitive class or the labor class.\n
