§ 25. Powers of state civil service commission with respect to local\nrules; appointments and eligible lists.
1.The state civil service\ncommission may, by unanimous vote of the three members\n (a) amend or rescind any rule, regulation or jurisdictional\nclassification prescribed by a municipal commission, but shall not\nexempt from competitive examination any office or position in any civil\ndivision without the consent of the municipal commission having\njurisdiction;\n (b) rescind any appointment in the classified service of a civil\ndivision;\n (c) remove from any eligible list established by a municipal\ncommission the name of any person thereon; and\n (d) rescind any examination or eligible list or cancel an appointment\nalready made from a list so rescinded.\n 2.
