§ 19. Election by certain villages, school districts, special\ndistricts and public agencies located in two or more counties. The\nadministration of this chapter in a village, school district or special\ndistrict incorporated or established on or after the effective date of\nthis act and comprising territory in two or more counties, or in a\npublic agency established on or after the effective date of this\namendment and maintained jointly by two or more counties or two or more\nmunicipal corporations or other civil divisions, including school\ndistricts, situated in different counties, shall be under the\njurisdiction of the civil service commission or personnel officer having\njurisdiction over the classified service of one of such counties\nselected by action of the governing board or
