§ 21. No imprisonment for non-payment of money pursuant to judgment or\norder requiring payment of money due upon contract. Except in a case\nwhere it is otherwise specially prescribed by law, a person shall not be\narrested or imprisoned for disobedience to a judgment or order,\nrequiring the payment of money due upon a contract, express or implied,\nor as damages for non-performance of a contract.\n
