§ 31. Jurisdiction. The court and the judges thereof, except as\notherwise provided in this act, shall have jurisdiction with respect to\ncrimes and offenses committed within the city of New York, as follows:\n (1) To hear, try, and determine all charges of misdemeanor, except\ncharges of libel;\n (2) To hear, try, and determine all offenses of a grade less than\nmisdemeanor.\n
