* § 44. Chairman of commission.
1.The chairman shall be the executive\nofficer of the commission, the board and the council.\n 2. The chairman may appoint such assistants, officers and employees,\ncommittees and consultants for the board and the council as he may\ndetermine necessary, prescribe their powers and duties, fix their\ncompensation and provide for reimbursement of their expenses within\namounts appropriated therefor.\n 3. The chairman may, from time to time, create, abolish, transfer and\nconsolidate bureaus and other units within the commission, the board and\nthe council not expressly established by law as he may determine\nnecessary for the efficient operation of the commission, the board and\nthe council, subject to the approval of the director of the budget.\n 4.
