§ 25. Mutual assistance by institutional and local fire fighting\nfacilities. In cooperation with the development and operation of plans\nfor mutual aid in cases of fire and other public emergencies, the warden\nor superintendent of any state institution in the department, with the\napproval of the commissioner, may authorize the fire department of the\ninstitution to furnish aid to such territory surrounding the institution\nas may be practical in cases of fire and such emergencies, having due\nregard to the safety of the incarcerated individuals and property of the\ninstitution and to engage in practice and training programs in\nconnection with the development and operation of such mutual aid plans.\nAny lawfully organized fire-fighting forces or firefighters from such\nsurrounding ter
