§ 3. Name on Journal. Except for the advancement of a Senate bill\nwhich has been substituted for an Assembly bill, where a bill, order,\nmotion or resolution shall be entered on the Journal, the name of the\nmember introducing or moving the same shall also be entered on the\nJournal.\n
