§ 13. Ethics training. The Standing Committee on Ethics  and  Guidance\nshall  develop  and  regularly  update  a  course of instruction for all\nmembers and employees of the  Assembly  with  regard  to  the  laws  and\npolicies  governing  their conduct. The committee shall recommend to the\nSpeaker an ethics training plan for  implementing  and  scheduling  such\ncourse of instruction.\n
