§ 67. Construction of bridges by municipal corporations. The common\ncouncil of any city may provide by ordinance for the erection of a lift,\nhoist or swing bridge over a canal at any street in such city, on plans\nand specifications approved by the commissioner of transportation. If\nthe commissioner of transportation shall consent to such erection he\nshall file such consent with the clerk of such common council. Such\nbridge shall be built, operated and maintained under the supervision and\ncontrol of the commissioner of transportation, but at the expense of\nsuch city or of the property adjudged by the common council to be so\nbenefited.\n
