§ 4A. The port authority is hereby authorized and empowered, in its\ndiscretion, to construct, own, maintain and operate in Washington\nHeights in the borough of Manhattan, New York city, as an addition and\nimprovement to the vehicular bridge over the Hudson river at Fort Lee,\nknown as and hereinafter in this section referred to as the George\nWashington bridge, a bus passenger facility, by which is meant a\nfacility consisting of one or more buildings, structures, improvements,\nloading or unloading areas, parking areas or other facilities necessary,\nconvenient or desirable in the opinion of the port authority for the\naccommodation of omnibuses and other motor vehicles operated by carriers\nengaged in the transportation of passengers, or for the loading,\nunloading, interchange or t
