§ 3. The entrances, exits and approaches to the said Midtown Hudson\ntunnel, on the New York side, shall be between West Thirty-fifth street\nand West Forty-first street and in the vicinity of Ninth avenue and to\nthe west thereof, in the borough of Manhattan, city of New York. The\napproaches to the said Midtown Hudson tunnel on the New Jersey side\nshall be so located and constructed as to permit tunnel traffic to pass\nover or under the tracks of the New York, Susquehanna and Western\nRailroad Company and the Northern Railroad Company of New Jersey,\nimmediately west of the Palisades, without crossing the said tracks at\ngrade, and as to permit connections with New Jersey state highway routes\nin the vicinity of the said tracks.
