§ 59. Powers of the department concerning oleomargarine. The\ndepartment through the commissioner shall have power and it shall be its\nduty to:\n 1. Investigate, inspect and supervise the sale and exposure for sale\nof oleomargarine for home consumption.\n 2. Investigate, inspect and supervise the sale and serving in public\neating places of oleomargarine.\n 3. Make and enforce reasonable rules and regulations implementing the\nprovisions of this chapter relating to the manufacture, production and\nsale of oleomargarine.\n Nothing contained in this section shall be deemed or construed to\nlimit in any way the effect of any other provision of this chapter\nconferring a power or imposing a duty upon the department or the\ncommissioner.\n
