§ 610. Completion of unfinished business. Any proceeding or other\nbusiness undertaken or commenced by a department, office or agency, the\nfunctions, powers and duties whereof are assigned, may be conducted and\ncompleted by the head of the department, office or agency to which the\nassignment is made, in the same manner and under the same terms and\nconditions and with the same effect as if undertaken or commenced and\nconducted and completed by the department, office or agency, the\nfunctions, powers and duties whereof are so assigned.\n
