§ 11.07. Meetings. The board shall hold regular meetings at least\nfour times a year at such times and places as it may direct, and special\nmeetings when authorized and called as prescribed by its by-laws or by\nthe commissioner. At meetings of the board, the commissioner of\neducation, the commissioner of environmental conservation, the secretary\nof state, the chairman of the state council on the arts and the chairman\nof the council may be represented by other officers or employees of the\nstate designated by them for such purpose.\n
