  § 10.13. Additional considerations in fulfilling its responsibilities.\nIn fulfilling its responsibilities under this article, the institute\nshall additionally:\n  1. Give consideration to the likelihood of any project undertaken to\nattract or enhance tourism through a greater appreciation of the\nartistic and cultural heritage of the Hudson river area.\n  2. Encourage the appreciation of the Hudson river area by individual\nartists.\n
