1. Except as otherwise provided in subsection 2, the provisions of NRS 711.700 to 711.820 , inclusive, do not apply to any existing PEG access channel in service on June 4, 2007. 2. The provisions of NRS 711.700 to 711.820 , inclusive, do not prevent a video service provider from changing the channel number assigned to any PEG access channel, including, without limitation, any existing PEG access channel in service on June 4, 2007. If a video service provider intends to change the channel number assigned to any PEG access channel, the provider:

(a)Shall use good faith efforts to provide the affected local government with written notice of the change, to the extent reasonably practicable, at least 120 days before the date on which the change is to become effective; and
