1. A video service provider may provide telecommunication service pursuant to chapter 704 of NRS and the regulations approved by the Public Utilities Commission of Nevada for telecommunication providers. 2. A video service provider shall obtain a certificate of public convenience and necessity pursuant to NRS 704.330 before providing any telecommunication service that is subject to regulation by the Public Utilities Commission of Nevada. 3. A local government shall not require a video service provider to obtain a franchise from the local government to provide:

(a)Telecommunication service; or
(b)Interactive computer service, Ê if the video service provider uses its own video service network within the jurisdiction of the local government to provide such service.
