1. Not later than 20 days after the date on which an applicant files a completed application and affidavit pursuant to NRS 711.500 and pays any fee required by NRS 711.420 , the Secretary of State shall issue a certificate of authority to the applicant. 2. The certificate of authority issued by the Secretary of State is a state-issued franchise granting the holder of the certificate with the authority to:

(a)Provide video service in each service area designated in the application and affidavit filed with the Secretary of State; and
(b)Construct and operate a video service network in compliance with the provisions of this chapter and all local laws that are not in conflict or otherwise inconsistent with the provisions of this chapter or the purposes and objectives of this chapter. 3. The
