1. In determining whether circumstances require a temporary increase in the number of taxicabs allocated pursuant to NRS 706.8824 , the Taxicab Authority shall consider the interests, welfare, convenience, necessity and well-being of the customers of taxicabs. 2. Whenever circumstances require a temporary increase in the number of taxicabs allocated pursuant to NRS 706.8824 , the Taxicab Authority shall allocate the temporary increase equally among the certificate holders in the area to be affected by the allocation. 3. The Taxicab Authority shall determine:
