The Authority may by subpoena require any person believed by it to be subject to any of the provisions of NRS 706.011 to 706.791, inclusive, who has not obtained a required certificate of public convenience and necessity or a required permit issued in accordance with those sections, to appear before it with all of the person’s relevant books, papers and records and to testify concerning the scope, nature and conduct of the person’s business.
