1. An operator of a tow car may enter into contracts with issuers of credit cards and debit cards to provide for the acceptance of credit cards and debit cards by the operator of a tow car for the payment of rates, fares and charges owed to the operator of a tow car. 2. The Authority may, as part of its investigation or review of any rates, fares or charges of a tow car operator that are subject to the approval of the Authority, consider the expenses incurred by the operator of a tow car in accepting payment by a credit card or debit card, including, without limitation:
