1. Subject to the provisions of this chapter, the Commission may adopt by reference all or part of any appropriate:

(a)Rule, regulation or rate schedule relating to telecommunication service issued by an agency of the Federal Government or of any state.

(b)Regulation proposed by the National Association of Regulatory Utility Commissioners or code issued by a national or state professional society. 2. A copy of each such rule, regulation, rate schedule or code adopted by the Commission pursuant to this section must be included with the regulations filed with the Secretary of State.
