1. The provisions of this chapter apply to:

(a)Travel insurance that covers any resident of this State and is sold, solicited, negotiated or offered in this State; and

(b)Policies and certificates of travel insurance that are delivered or issued for delivery in this State. 2. A cancellation fee waiver or travel assistance services do not constitute insurance and, except as otherwise expressly provided in this chapter, the provisions of this chapter do not apply to a cancellation fee waiver or travel assistance services.
