1. Upon receipt of the verified report of the examination, the Commissioner shall deliver a copy of the report to the person examined, together with a notice affording the person 10 days or such additional reasonable period as the Commissioner for good cause may allow within which to review the report and make a written submission or rebuttal with respect to recommended changes or any matters contained in the report. 2. Within 30 days after the end of the period allowed for the receipt of written submissions or rebuttals, the Commissioner shall fully consider and review the report, together with any written submissions or rebuttals and any relevant portions of the examiner’s working papers and enter an order:
