The applicable professional licensing boards shall not take any disciplinary action against an attending provider of health care on the basis that the attending provider of health care: 1. Regardless of whether the person is a resident of this State, advised a person whom the attending provider of health care has diagnosed as having a chronic or debilitating medical condition, or a person whom the attending provider of health care knows has been so diagnosed by another provider of health care licensed or certified pursuant to the law of this State:
