1. The Administrator shall issue a certificate to any person who:

(a)Is of good moral character, honesty and integrity;

(b)Has the education and experience prescribed in the regulations adopted pursuant to NRS 645D.120 ;

(c)Has submitted proof that the person or his or her employer holds a policy of insurance that complies with the requirements of subsection 1 of NRS 645D.190 ; and

(d)Has submitted all information required to complete an application for a certificate. 2. The Administrator may deny an application for a certificate to any person who:

(a)Has been convicted of, or entered a plea of guilty, guilty but mentally ill or nolo contendere to, forgery, embezzlement, obtaining money under false pretenses, larceny, extortion, conspiracy to defraud or any crime involving moral turpi

(b) Makes a false statement of a material fact on the application;
(c) Has had a certificate suspended or revoked pursuant to this chapter within the 10 years immediately preceding the date of application; or
(d) Has not submitted proof that the person or his or her employer holds a policy of insurance that complies with the requirements of subsection 1 of NRS 645D.190 .
