1. The Division shall adopt a seal by which it shall authenticate its proceedings. 2. Except as otherwise provided in NRS 645.625 , records kept in the office of the Division under authority of this chapter are open to public inspection under regulations adopted by the Division, except that the Division may refuse to make public, unless ordered to do so by a court:
