1. The Board shall establish the fee for an inspection, which must not be more than $50. The fee for a license to operate a barbershop or for the renewal of the license must not be more than $50. 2. Each license to operate a barbershop must be renewed biennially, during April of each odd-numbered year. Each licensee shall pay the biennial fee for registration which must be prorated for the period from the date the license is issued to the end of the biennium. Each such license which has not been renewed in April of an odd-numbered year expires on May 1 of that year. An expired license may be restored upon payment of:
