The Board may adopt regulations: 1. Establishing requirements for the issuance of licenses and the program of apprenticeship for apprentice dispensing opticians. 2. Prescribing or adopting any examination or certificate required for the issuance of a license as a dispensing optician. Any examination prescribed or adopted by the Board must, without limitation, be designed to test an applicant’s knowledge of the theory and practice of ophthalmic dispensing. 3.
