1. A complaint:

(a)Must be made in writing and be signed and sworn to or affirmed by the person making it.
(b)May not be filed anonymously, except that the identity of the complainant must remain confidential upon request by the complainant and until the complainant waives that confidentiality. 2. If the Executive Director or his or her designee determines that a complaint filed with the Board relates to any matter within the jurisdiction of another regulatory body in this title, the Executive Director shall refer the complaint to that regulatory body. 3. The provisions of subsection 2 do not prohibit the Executive Director or his or her designee from investigating a complaint which relates to any matter within the jurisdiction of the Board or from notifying the Board of that matter for
