The provisions of this chapter do not apply to: 1. Except as otherwise provided in NRS 604A.200 , a person doing business pursuant to the authority of any law of this State or of the United States relating to banks, national banking associations, savings banks, trust companies, savings and loan associations, credit unions, mortgage companies, thrift companies or insurance companies, including, without limitation, any affiliate or subsidiary of such a person regardless of whether the affiliate or subsidiary is a bank. 2. A person who is primarily engaged in the retail sale of goods or services who:

(a)As an incident to or independently of a retail sale or service, from time to time cashes checks for a fee or other consideration of not more than $2; and
(b)Does not hold himself or herself
