1. Except as otherwise provided in subsection 2, no political subdivision may adopt or enforce any ordinance or regulation in conflict with the provisions of NRS 590.465 to 590.645 , inclusive, or with the regulations adopted pursuant to NRS 590.465 to 590.645 , inclusive. 2. If a political subdivision determines that higher or more stringent standards concerning a particular installation or storage of liquefied petroleum gas within its jurisdiction are necessary, it may request the Board to consider the matter at a joint public meeting. The Board shall schedule and conduct such a meeting within 30 days after receiving the request. If, at the joint meeting, a majority of the members of the Board and a majority of the members of the governing body of the political subdivision agree:
