1. The State Board of Agriculture has the following powers and duties:

(a)To administer, enforce and control the collection of assessments levied for the Alfalfa Seed Research and Promotion Account.

(b)To authorize payments from the Alfalfa Seed Research and Promotion Account.

(c)To contract with natural persons or agencies for the conduct or management of research and market promotion projects.

(d)To adopt regulations to carry out the provisions of NRS 587.131 to 587.181 , inclusive. 2. Money from the State General Fund may not be utilized by the State Board of Agriculture in carrying out the provisions of NRS 587.131 to 587.181 , inclusive. Expenditures for those purposes must be made only from the Alfalfa Seed Research and Promotion Account created by NRS 561.409 , and are subject t
