Thereafter, whenever the board in its judgment deems it for the best interest of the district that the question of the issuance of bonds in such amount, or in any other amount, be submitted to the electors, it shall so declare of record in its minutes, and thereupon submit the question to the electors at a special election or the next district election or primary or general state election in the same manner and with like effect as at the previous election.
