After one recall petition is filed and a special election held, no further recall petition shall be filed against the same director during the term for which he or she was elected, unless such further petitioners shall pay into the district treasury, from which the expenses of the special election have been paid, the whole amount paid out of the district treasury as expenses for the preceding special election.
