1. The State Engineer shall, between the first Monday of October and the first Monday of December of each year, prepare a budget of the amount of money estimated to be necessary to pay the expenses of administering the stream system or each water district for the then current year. 2. The budget must show the following detail:
(a)The aggregate amount estimated to be necessary to pay the expenses of administering the stream system or water district.
(b)The aggregate water rights in the stream system or water district as determined by the State Engineer or the court.
(c)The unit charge necessary to provide the money required.
(d)The charge against each water user, which must be based upon the proportion which the water right of that water user bears to the aggregate water rights in the s
