1. Upon the final determination of the relative rights in and to the waters of any stream system, the State Engineer shall issue to each person represented in such determination a certificate to be signed by the State Engineer, and bearing the seal of the Office of the State Engineer. 2. The certificate shall set forth:

(a)The name and post office address of the owner of the right.

(b)The date of priority.

(c)Extent and purpose of such right.

(d)If such water is for irrigation purposes, a description of the land, by legal subdivisions when possible, to which the water is appurtenant. 3. Such certificate shall be transmitted by the State Engineer in person or by registered or certified mail to the owner. 4.
