Within 20 days after written notice of the entry of any order or decision of the Division, or such further time as the Division may grant for good cause shown, any person affected thereby may file with the Division an application for the rehearing in respect of any matter determined by the order or decision, setting forth the respect in which the order or decision is believed to be erroneous. The Division shall grant or refuse any such application in whole or in part within 10 days after it is filed, and failure to act thereon within such period is deemed a refusal thereof and a final disposition of the application. If the rehearing is granted, the Division may enter such new order or decision after rehearing as may be required under the circumstances.
