1. When official traffic-control devices are erected giving notice thereof, a person shall not drive a vehicle onto or from any controlled-access highway except at those entrances and exits which are indicated by such devices. 2. Except if required by an emergency or as otherwise authorized by subsection 3, a person shall not drive a vehicle on a controlled-access highway:
