1. The Department shall establish and maintain on its Internet website a registry to be known as the Next-of-Kin Registry. The Next-of-Kin Registry must include, without limitation, in a secure portion of the Internet website, a registry record unique to each registrant. 2. Except as otherwise provided in this section, the Department shall provide access to, or information from, the registry record of a registrant in the Next-of-Kin Registry to:
