The Commission shall adopt regulations which set forth standards of performance for: 1. Storage tanks brought into use on or after the effective date of such standards. The standards must address the:

(a)Design;

(b)Construction;

(c)Installation; and

(d)Compatibility of components, Ê of storage tanks and systems for the detection of releases from storage tanks. 2. Maintenance and keeping records of:

(a)Systems for the detection of releases from storage tanks;

(b)Systems for the testing of storage tanks;

(c)Systems for the monitoring of inventory of storage tanks; and

(d)Other systems designed to identify releases from storage tanks.
