Any specific license issued or renewed after July 1, 1981, for any activity which results in the production of by-product material must contain the terms and conditions determined by the State Board of Health to be necessary to assure that before the termination of the activity: 1. The licensee will comply with the standards for decontamination, decommission and reclamation prescribed by the State Board of Health, which must be as stringent as those standards set by the U.S. Nuclear Regulatory Commission, or its successor agency, for sites:

(a)At which ores were processed primarily for their content of uranium or thorium; and
