The following are exempted from the provisions of this chapter: 1. The occasional use of a vehicle or aircraft to transport injured or sick persons, which vehicle or aircraft is not ordinarily used in the business of transporting persons who are sick or injured. 2. A vehicle or aircraft rendering services as an ambulance or air ambulance in case of a major catastrophe or emergency if ambulance or air ambulance services with permits are insufficient to render the services required. 3. Persons rendering service as attendants in case of a major catastrophe or emergency if licensed attendants cannot be secured. 4. Ambulances based outside this State. 5.
