The board of trustees shall: 1. Carry out the spirit and intent of NRS 450.550 to 450.750 , inclusive, in establishing and maintaining a hospital in each district created pursuant to NRS 450.550 to 450.750 , inclusive. 2. Make and adopt bylaws, rules and regulations:
(a)For its own guidance and the government of any such hospital; and
(b)Fixing the charges for treatment of patients.
