Text
“Special population” means a population uniquely affected by substance use or substance use disorder. The term includes, without limitation:
1.Veterans;
2.Persons who are pregnant;
3.Parents of dependent children;
4.Youth;
5.Persons who are lesbian, gay, bisexual, transgender and questioning; and
6.Persons and families involved in the criminal justice system, juvenile justice system and child welfare system.
