1. To obtain a license to operate a receiving center, a person or entity must submit an application to the Division in the form prescribed by the Division. The application must include, without limitation, proof that the applicant is capable of providing or making available the services required by NRS 424.275 . 2. The Division shall adopt regulations governing receiving centers, which must include, without limitation:

(a)Requirements for the issuance and renewal of a license;
(b)The fee for the issuance and renewal of a license;
(c)Requirements governing the staffing of a receiving center and the required training for the staff of a receiving center;
(d)Requirements concerning the operation of a receiving center and the facility in which a receiving center operates; and
